Please review the following job description:

Responsible for the day to day administration of premium billing and Consolidated Omnibus Budget Reconciliation Act (COBRA) administration. Assist client and enrolled participants on questions as it relates to their benefit plan structure and COBRA regulations.

HOURS: 8:00 a.m. - 5:00 p.m.

Essential Duties and Responsibilities:

Following is a summary of the essential functions for this job. Other duties may be performed, both major and minor, which are not mentioned below. Specific activities may change from time to time.

  1. Key participant elections and changes into COBRA and premium billing administration systems.

  2. Notify insurance carriers of election changes.

  3. Day to day interaction with clients, participants and association members concerning participant elections.

  4. Collect fees from association members and distribute funds to appropriate insurance carriers through month end close out process.

  5. Assist in the implementation of COBRA administration software setup for each new client.

  6. Distribute COBRA election packages to eligible participants. Maintain appropriate files for COBRA participants.

  7. Track participants’ COBRA payments.

  8. Notify insurance carriers of delinquent payments and discontinue coverage.

  9. Provide monthly COBRA reporting and reconciliations to clients.

  10. Provide problem resolution for customer service issues relating to premium billing administration and COBRA administration.

  11. Provide quality customer service in a timely manner through effective written and verbal communication skills.

Required Skills and Competencies:

  1. High school diploma or equivalent

  2. Four years of human resources or business administration experience

  3. Strong communication (verbal and written), interpersonal and organizational skills

  4. Ability to work under pressure and meet critical deadlines

  5. Ability to use office equipment as required (copier, fax, etc.)

  6. Demonstrated proficiency in basic computer skills, such as Microsoft Office software products

  7. Strong analytical and problem solving ability

  8. Ability to travel, occasionally overnight

Desired Skills:

  1. Premium Billing Administration and COBRA Administration experience

  2. Extensive Customer Service Experience
